Arguments: configuration
Returns the value of the warn-on-no-action-taken property of
configuration. The current configuration is the value of
(configuration *system*). If this property is
true, the system pops up a warning dialog when requested commands
cannot be performed. If the value is nil, the
failure is indicated, if at all, with a beep or a status-bar message.
warn-on-no-action-taken is a property of the configuration class.
