Arguments: development-configuration
Returns the value of the new-project-show-editor property in
development-configuration. The current configuration is the value of
(configuration *system*). This property determines
whether a new project includes an initial blank editor file (as a tab
in the editor workbook). This includes the project that is created
when Allegro starts up, so setting this property to nil will suppress the creation of a initial editor at
startup time.
