Arguments: name &key language
This function is obsolete and its use is discouraged except in code being ported from Allegro CL 4.3. It is replaced by convert-foreign-name.
This function takes the string arguments and returns a string of the correct
form for the system. The keyword language is either :c or :fortran,
with the default being :c.
