I think the implication is that his incentive is short term vast 
profits for the few companies that do get to exploit that area (and 
other areas which become exploitable by precedent). The benefits to 
himself and his cronies are sufficient to outweigh the environmental 
damage, which won't happen until after the rapture anyway. Even if it 
doesn't help the economy as a whole, it will help a portion of the 
populace that he perceives as very important for a variety of reasons.

At least thats how it looks to me.
