Soar is able to work in dynamic enviroments because it is very reactive and its perception subsystem run asynchronously
with the problem-solving aspect of Soar. Also, Soar is interruptable.

Soar is able to work in unpredictable enviroments because of its perception subsystem run asynchronously

Simulated
Soar has been applied to problem in both simulated and real-world environments.
Consistency
For Soar to behave correctly in the world, its internal model of the
world must correspond with the real world. Soar doesn't have an
architectural truth maintenence mechanism; one could probably be
constructed at the knowledge level.
