Stimulus-Response Rules
Theo-Agent implements a reactive decision maker by keeping stimulus-response
rules that relate actions to external stimuli. These rules are always
consulted first when the agent must choose an action to perform; if a rule
applies to the current situation, it is invoked. The more rules that apply to a situation, the more reactive Theo is to the immediate environment.
