Theo's use of uniformity of knowledge as well as effective indexing of acquired knowledge and caching accomplishes quick access to global knowledge about the environment, problems, and plans, and lends to the overall speed of the system. However, as mentioned under reactivity, as the number of rules increase, the system slows down proportionally. This is part of the Utility Problem.
