Preference-Based Decision Procedure
The Soar decision cycle can be divided into two phases: 1) elaboration which
is then followed by the execution of the 2) decision procedure. Elaboration
is distinguished by the accumulation of preferences while the
decision procedure determines what action should be taken next based
on these accumulated preferences. When a unique decision is not
specified, an impasse occurs.
