The RALPH-MEA expects a dynamic environment, in that it models state
changes over time. However, it does assume that fixed probability
distributions do exist, at some level of abstraction. It also makes a Markov assumption in that the dynamic nature of
the environment can be limited to changes dependent only on the current
state. Even though many processes violate this assumption, it is possible
that different state encodings may avoid the problem.
