Execution of plans in ICARUS: MAEANDER
MAEANDER is responsible for translating plans into actual motor schemas,
recursively traversing the plan structure and executing each step in turn.
During execution, failed expectations can occur at any time, perhaps requiring
replanning from the unexpected situation. ARGUS controls the degree of
monitoring during these situations.
