Soar - Dynamic

Description

Even though SOAR can remain focused on its current goal, it is also distractable, allowing it to react to changes in its environment.
SOAR is also capable of learning, so while it may react slowly to a situation the first time it is encountered it will react more quickly when that situation is encountered again.
