Ability to add new knowledge vs. Ability to learn
The ability of adding new knowledge, differentiating the ability to learn which implies extra ability to retain global consistency with already existing knowledge base as well, should be a prior capability in addition to the capabilities of perception and action in an architecture of an intelligent agent.
