As new rules are
learned,
reactivity increases (because the planner needn't be
consulted so often). This can become a problem, however: if there are too many
rules, seek time increases proportionally (This is a portion of what is known as the Utility Problem).
With a manageable rule set,
however, Theo is excellent at responding to changes in unpredictable
environments.
