In Soar, percepts can be placed directly into working memory by encoding productions as soon as the input link detects the percept. Based on these inputs to working memory, decoding productions can immediately recognize these inputs and react to them, completely independent of quiescence and the decision procedure. Thus, although percepts are normally mediated by deliberation, Soar can be constructed to respond reflexively to environmental stimuli.
