Meta-Level Arbiter in RALPH-MEA

The meta-level arbitrator applies meta-reasoning to determine which of the four execution architectures is most likely to produce the best solution. The arbitrator has meta-knowledge about the performance of the four execution architectures when they are given only limited computation time. This knowledge, combined with knowledge about the current environment, allows the arbitrator to determine the utility of additional computation; when this utility falls below zero, the arbitrator outputs the current best action
