Rationality in Prodigy

Provided the domain knowledge of a particular task is complete and correct, Prodigy always gives solutions consistent with those goals and knowledge and can thus be said to be rational (i.e. Prodigy obeys the maximum rationality hypothesis). Because all domain knowledge is Prodigy is assumed to be complete, Prodigy can not be used in dynamic, unpredictable or rapidly changing environments. The EXPERIMENTER module should relax this last requirement when it is fully functional.
