All the knowledge in the system is open to inspection. Access is facilitated both by a homogeneous representation and by uniform access to all knowledge. The ability to access all the system's knowledge covers not only factual knowledge, but control knowledge as well. This is also know as the Glass Box Policy.
As with all things, the policy has its pro's and con's. While it does allow the sharing of information over the system, the system itself is stuck at a given level of expressability, which is determined by the expressability of the representation. The declartive structure allows MAX to implement its meta-knowledge.
