Fixed Expressivity in the Meta-Reasoning Architecture

MAX's homogeneous representation of knowledge gives it a fixed level of expressibility. It uses STRIPS-style operators with precondition, add and delete lists. This facilitates a glass-box representation policy but, means that there are no facilities for reasoning about continuous behavior.
