The Situation Control Rules have the shortest access time of all the knowledge types in ERE. However, these rules are very specific and hard to generate, so the system is often forced to plan.

A major problem with Projector, the planning module, is that is does not take into account changes to the environment that occur after the module has already started planning. During plan construction, certain aspects of the environment that are critical to the plan being constructed can change. If these changes are not taken into account during the planning procedure, the final constructed plan may not be applicable to the new state of the world.
