In order to perceive all events, even those not occurring synchronously with system operation, the agent must be continuously observing its environment. And when an event occurs, it must be considered in the decision process. This requires asynchronous and concurrent processing, to allow the decision making process to continue while perceiving and to make provisions for external events.
